As suggested by the challenge legal agreement, that is a question best addressed by the legal counsel of your employer.

I am confused about the wording of this section. If my employer is receiving government funding for similar projects, but I enter the competition as an individual and do not use any connections or resources available to me by my employer to advance this project, am I still eligible? I am not a NASA employee.

Section 5.k. may be most applicable, which in part states: "you should seek legal advice from your employer’s General Counsel on your conditions of employment which may affect your ability to submit a solution to this Challenge and/or to accept award"

Can you be more specific on the limitations on government contractors?
"...employed by a Government Contractor, your participation in this challenge may be restricted."
