Overview
It is critical that Tribal nations have the capacity to ensure that their perspectives are heard in offshore wind energy decision-making processes that may impact their communities, cultural resources, homelands, and ocean spaces. To support Tribal capacity to engage in offshore wind energy decision-making, planning, and regulatory processes, the Capacity Accelerator for Tribal Offshore Wind Engagement, managed by the National Renewable Energy Laboratory (NREL) on behalf of the U.S. Department of Energy, is offering a $7.1 million prize pool to Tribal nations and collectives.
The capacity accelerator is structured to allow applicants to address specific needs and priorities through three phases that seek to develop internal capacity for Tribes and Tribal collaboratives. In addition to monetary awards, participants will have access to technical assistance resources and knowledge sharing opportunities.
The capacity accelerator is intended, in part, to help Tribal nations manage the volume of requests to engage in offshore wind processes to elevate their perspectives in the planning and development of related projects. Participation does not require or imply support for offshore wind energy but focuses on expanding Tribal resources and capabilities.
Prize Structure
This $7.1 million prize has three phases that will run from 2025 to 2027.
During the first phase, Capacity Needs, applicants will outline their offshore wind engagement priorities and capacity-building plans. Selected participants will receive funding, technical assistance, and an invitation to Phase 2.
In the second phase, Capacity Development, applicants will expand their plans, conduct assessments, engage with their own Tribal communities, and develop partnerships. Awardees will receive additional funds and technical support to implement their plans and an invitation to Phase 3.
In the final phase, Engagement, applicants will carry out their plans, focusing on activities like offshore wind energy processes, economic development, workforce training, environmental monitoring, and incorporating Traditional Ecological Knowledge. Final awards will be based on the success and impact of these efforts.
