Jose E. Moreno Tirado
Executive Summary
José E. Moreno is 40 years plus career professional with ample managerial corporate and governmental experience, and vastly recognized performance both in the private and the public sectors in the United States and Puerto Rico.
He is a top of his class at USC University of Southern California graduate, one of the most prestigious university institutions in the United States, where he received a bachelor’s degrees in Arts and Social Sciences, as well as master’s degrees in Social Work and Public Administration also completing Doctoral studies in Planning and Public Administration.
As part of his professional background, he has held key positions of relevance at the national level, such as Director of Anti-Drug Programs for Minorities, specifically centered for the Puerto Rican communities, thus latter founding one of the first organizations for the aid and assistance of the Puerto Rican Communities, after developing his first Thesis, on these minority communities in the Western region of the United States.
In the private sector, Mr. Moreno established the first state bus company, for children with physical and mental disabilities in the State of California and also developed a successful venture in the Latino clothing lifestyle manufacturing industry and later also developed a Latin American products import company for the eastern part of the US.
Among the corporate senior management positions held both in the US and Puerto Rico which highlights Mr. Moreno professional career:
• Executive Director of the Ponce District Hospital, where he was in charge of all the executive and administrative processes of this medical institution.
• Federal Affairs Advisor to various presidents of the House of Representatives of Puerto Rico, where he developed a variety of federal proposals requests and project concepts aimed at coordinating and securing Federal subsidies for the central Government of Puerto Rico.
• Assistant Secretary of the Department of Housing, where he oversaw all the construction of Social Interest Housing for Puerto Rico, in addition to directing the State Section 8 Program and the Planning and Statistics area of the Puerto Rico Department of Housing.
• Executive Director of the Southwest Consortium, which administrates the available Federal Funds for jobs development and training programs for the Municipalities of Peñuelas, Guayanilla, Gúanica, Sabana Grande, San Germán, Lajas, Hormigueros, Maricao and Cabo Rojo.
• Executive Director of the Planning and Budget Office in the Department of the Family (Departamento de la Familia) of the Municipality of San Juan.
• Mr. Moreno also has held executive positions responsible for the creation of new funding programs of social welfare programs for the Puerto Rico, San Juan metropolitan areas.
• More recently, Mr. Moreno provides specialized consulting services to DISUR, a non-profit agency, servicing 15 Municipalities of the Puerto Rico southern regions, for the integrated multi faced over all development of these Municipalities.
Currently, Mr. Moreno forms part of the executive corporate and advisory board of National Institute for Puerto Rican Affairs, Corp., a newly developed operation based in in Puerto Rico, which provides highly specialized multi faced corporate consulting services for both the central and municipal governmental sectors, key private companies special projects and non-profit institutions for the conceptualization, coordination, development, financial disbursements and implementation of Federal Funded Programs for the minorities sectors and regional state governments throughout the United States and Puerto Rico.
