Joyce came to the Town of Andover in 2018 as its Director of Sustainability and Energy after a decade of public service in the US Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE). Starting as a technology manager and rising to become the Director of Laboratory Impact Initiative at DOE-EERE, Joyce sought to complement her research background with experiences in stakeholder engagement, consensus building, proposal evaluations, earned value management, cost principles, and public accountability. She routinely briefed senior leaders at the Energy Department, the White House and Congress. These skills serve her well in current duties in obtaining and managing Town of Andover grants from the state’s Green Communities, Municipal Vulnerability Preparedness and the Municipal Americans with Disability Act Improvement programs. Her work in bringing communities together for the first-ever Merrimack Valley Climate Summit was recognized as best in class by the state’s Department of Energy Resources. Joyce looks forward to bringing her passion for environmental sustainability and environmental justice in the Community Clean Energy Coalition work with All in Energy and the City of Lawrence.
