Overview

Today, there are limited regions in the world where hydrogen and fuel cell technologies are being deployed at scale. As clusters of hydrogen production and end-use applications at scale start to develop worldwide, sharing best practices and lessons learned can accelerate technology deployment and adoption. 

The H2 Twin Cities initiative encourages international partnerships between cities across different continents to help build strong ties and a community of practice for leaders and implementers from cities, industry, government, and a broad group of stakeholders. The initiative aims to accelerate hydrogen and fuel cell technology deployment and adoption and create an online platform to share lessons learned and best practices, showcase partner cities, and increase awareness of hydrogen and fuel cell technologies worldwide. 

The H2 Twin Cities 2023 priorities include energy and environmental justice, social equity, and enabling concrete impact through fostering market adoption, scaling up hydrogen technologies, providing training and outreach resources, and achieving emissions reductions.

H2 Twin Cities 2023 will focus on establishing Mentor-Mentee pairings to enable a wider dispersion of information and facilitate the relationships needed to establish global hydrogen infrastructure and technology adoption.

Mentor-Mentee Cities

Mentor-Mentee Cities are pairings of cities from different countries, with strong preference for cities on different continents, that are at significantly different levels of hydrogen implementation. One city would be considered the Mentor city and would share lessons learned and best practices with the Mentee city, which is committed to future deployment of hydrogen technologies and addressing challenges of adoption. Both Mentor and Mentee cities would self-assemble and submit a joint application. This “twinning” of Mentor and Mentee cities would allow for an immediate benefit to the Mentee city. The inclusion of disadvantaged communities, diversity, equity, and engagement across a broad group of stakeholders will be considered highly favorable in the selection/scoring process. Participation from emerging economies is encouraged. 

If additional cities are interested, up to two additional cities may collaborate with the two lead partner cities. 

Eligibility

Any city in any country that has a demonstrated commitment to advancing hydrogen and fuel cell technology is eligible. For example, the country may have a hydrogen roadmap, policies to advance hydrogen, and/or resources to support the advancement of hydrogen technologies. Participation by Clean Energy Ministerial (CEM) member countries is encouraged. Cities or regions in CEM member countries are strongly encouraged to reach out to and pair with potential mentee cities regardless of whether the country where those mentee cities are located is a CEM member. 

Strong preference will be given to pairing of cities on different continents to avoid duplication with other programs and partnerships of adjacent countries that may already have collaboration mechanisms. 

How to Apply

City pairs pursuing recognition and award under the H2 Twin Cities program must submit an application package by October 19, 2023. One joint application must be submitted by parties who have agreed to the terms and intent of the H2 Twin Cities initiative. Click on “Solve this Challenge” to start your application. 

Any partnering is left entirely to the entities involved and will not be determined by the country or Clean Energy Ministerial representatives. A single city submitting an application cannot be judged without a partner city.

H2 Twin Cities Winners

The winners of the latest program round of the H2 Twin Cities initiative are:

  • h2 Regional Energy Hub | Houston TX + Nuevo Leon MX: The U.S. city of Houston, Texas, will serve as a municipal mentor to the Mexican state of Nuevo Leon in this strategic partnership to strengthen the hydrogen value chain in both regions. Monterrey, one of Mexico's key centers of industry and manufacturing, is the capital of Nuevo Leon; the city and its suburbs comprise about 90% of the state's population. Collaborative activities will focus on feasibility assessments, regulatory challenges, supply chain integration and investment attraction, infrastructure requirements, training and specialization, public awareness, and identification of synergies to elevate trade and export opportunities.
  • Hy HouB: Houston + Barrancabermeja Partnership for Hydrogen Awareness and Adoption: The Hy HouB partnership will facilitate the transfer of knowledge and key learnings between the cities of Houston, Texas, and Barrancabermeja, Colombia, to help achieve strategic goals for the equitable and inclusive adoption of clean hydrogen. These communities have a common interest in accelerating the use of hydrogen fuel for the transport of heavy goods and materials by a combination of modes, most notably marine and port applications. The knowledge transfer program will consist of short courses, workshops and webinars, visits, and group and individual mentoring opportunities for leaders.

One Month to H2 Twin Cities Application Deadline

The H2 Twin Cities Application Deadline is one month away! City pairs pursuing recognition and award under the H2 Twin Cities program must submit a joint application package by October 19, 2023.  

As a reminder, the H2 Twin Cities application includes: 

  • Online Application Package 
  • Project Narrative: A written narrative of the proposed project activities, goals, budget, and timeline that is no more than 10 pages in length.  
  • Letters of Commitment: Signed by the relevant mayors or similar high ranking city officials committing to the terms and intent of the H2 Twin Cities Program 
  • A Short Video (Optional, Encouraged): A 2-minute (maximum) video introducing the applicant cities and their cooperation plan.

Establish Your Mentor-Mentee Connections Now

Don’t miss this opportunity to join the H2 Twin Cities initiative. Although the H2 Twin Cities application deadline is still over a month away, on October 19, 2023, interested cities should connect with partners as soon as possible to begin work on their joint application. To encourage global partnership and avoid pairing of adjacent cities that may already have initiatives or opportunities, H2 Twin Cities aims is to partner two cities on different continents. The H2 Twin Cities application must clearly identify which city is designated as the Mentor city and which is designated as the Mentee city.  

In addition, your H2 Twin Cities joint application must contain concrete examples that include both existing and planned deployments of hydrogen and fuel cell technologies, or specific sectors in which hydrogen may play a role (e.g., public transportation, local steel industry).

H2 Twin Cities 2023 is focused on establishing Mentor-Mentee pairings to enable a wider dispersion of information and facilitate the relationships needed to establish global hydrogen infrastructure and technology adoption. Interested cities should reach out to potential partners as soon as possible to begin work on their joint application. The H2 Twin Cities application deadline is October 19, 2023.

If you have not yet identified a partner, join our H2 Twin Cities 2023 Teaming Partner List. The list allows city representatives or organizations who can work on behalf of a city to express their interest and explore potential partnerships between cities across different continents. This list is updated approximately once a week during the open application period. Any partnering is left entirely to the entities involved and will not be determined by the country or Clean Energy Ministerial representatives.

Any organization that would like to be included on this list should submit the following information in Excel format to with the subject line “Teaming Partner Information”:

  • Region/city and country represented
  • Designation (mentor/mentee)
